Even as a child, Franklin had a burning desire: to help the plight of the poor. Growing in dearth, he met poverty eye to eye.
One childhood experience that burned forever in his memory was the picture of his playmates (including himself) wearing torn shirts and shorts. At that tender age, he resolved to help the poor when he grew up.
Iligan City was in economic turmoil during the 2 terms (6 years) incumbency of Atty. Franklin Quijano. Many industrial plants were closed/shutdown and there was a massive force termination of workers. As an economist, he repaired and maintained the farm to market road and developed the agriculture to sustain the economy of our city.
